The outer rotor is fixed, while the inner rotor is connected to the output shaft. When hydraulic fluid is supplied to the motor, it enters the chambers formed between the teeth of the outer and inner rotors. As the fluid pressure increases, it causes the rotors to rotate relative to each other. This rotation is then transferred to the output shaft, generating mechanical power.
